You always have to meet hand cost for reinforcements though, unless specifically said otherwise. And Haku puts an EXACT copy of it in play, so it makes sense.

but a squad/reinforcement is always put in play and always has to meet ec and hc its why you cant drop 9 tails on turn 1 with masked man.

It puts in play a copy of that Ninja, this means, despite whatever material you use to portray the copy of that Ninja, it is still considered a Ninja, and nothing else. |

Ur not putting into play the reinforcement mjm. U put into play a copy token etc. of the reinforcement which realistically u would symbolize as a token. Yes that token will still b treated as a ninja.
