Two things that are quite important in the next meta that you've overlooked:
1. Fire/Water will be a great deck with the new Kabuto and JI. Hidan with Kabuto gives you an extra drop every turn, and with Utakata/Kidomaru/Bartender cat you can bring out whatever other ninja you want. Incredibly strong, and IMO better than a fire/wind JI.
2. The earth mission that tutors ino/shika/cho drops sets up a great, consistent curve for earth. It won't do much for revitalize or perm earth, but a mental deck with Mind Transfer and Formidable Team with a few other assets from Earth might become decent.

I did mention fire/water as a possible slot in top 8. However, I feel that Kabuto + JI + Filter setup is a lot harder and not nearly as good as fire/wind Baki lock or Sasori dropping Hiruko to separate teams, not even getting into the whole Tetragram debate.

A good point about the mission, but I just don't feel like Earth will really have as strong of a presence with the JI shenanigans, people wanting to run water again, and Pakkun just completely destroying mental power

This is coming from an Earth player.

It's a looot easier and more common than one might think. How many times have you pulled just 2 cards (that you run 3 of) in an opening hand? I seen it happen about 60-70% of the time.
Plus, splash Baki IN the fire water. Perma Baki on Turn 1 = opponent may as well GG. I'm willing to bet 20 bucks the next SJC we see will be won with either a Kabutoolbox deck, perma earth (still totally a thing as MJM pointed out) or a void deck. Most likely the one i'm personally working on if it runs like I hope it should.

Thing is, a blog should report on what would be the best deck, not "what deck this particular person is playing" (unless said person has won a tourney because then, the two are obviously one and the same)
Story rarely fetched my DTP in my deck. I always got out Messengers. In your deck it can double down on Lunchbos for 1 chakra (and replace itself) or you can fetch BBQ for an even break to hand and pump choji or suigetsu and Zetsu. Card is a 2 of in the perm earth deck, regardless of how it plays.
Stop hating on their ideas because I doubt you would do better than these guys in an event. Your idea of a good deck may be good for you but may suck to someone else so if anything leave positive feedback or just tell them what you would do instead. You are one of the most helpful players on this site however when it comes to tournaments you really don't know much.
