It's a writing technique known as "Power metaphor"
You said it yourself, 5 freaking villages. each full of hundreds or thousands of ninjas, and they could only make concrete. Acid? Probably wouldn't have even phased the Jubi. Genjutsu? that's just plain dumb. Regular ninjas can break genjutsu, you think a beast with the power of EVERY tailed beast can't?

It's to basically il****rate the Jubi's power andthen when Naruto whoops it and beats down MAdara and Tobito, it will be that much more impressive.

I dont see how that is going to il****rate the jubi's power, when i read it i immediately thought wow thats not going to work.

I get they wanted to show how strong the Jubi is but a concrete prison doesnt do it for me. To make matters worse Shikamarus dad even said this concrete prison wont hold him for very long. Idk i think the fact that they spent an entire chapter making what seemed like an amazing combination of jutsus and the final result was something not up to par at all.

Granted they cant kill the Jubi this early into the conflict i would have liked to see something else push the jubi into his "mature" state. I mean thats all this chapter was meant to do really.
