That's not a problem with Growth. From what I can see, you're looking at it from a resources point of view. I just like the option of either making someone stronger or replacing for a different version despite it usually being a -1. More often than not, extra Ninjas I already have on the field go to hand costs but I don't see what's wrong with making them more versatile and having the option to Growth even if it's not the most common play.
If my biggest team and the opponent's biggest team have the same power and I don't need the extra Ninja for anything, you can be sure that I would take the -1 from hand to Growth for the +1/+1 so if both are sent out, my opponent would have to start the Jutsu war.
I would've loved if the new Genin Choji had Growth because that makes him a 5 on the attack if I needed a 5 for say Naruto vs. Sasuke or just early game rush. Late game Sakura I can do it! understat and don't have enough Mental for her to be useful? Put Concentrated Punch over it. The Kimono Genins work again when you Growth them as well.
