n-1500 question

i was wondering why only works once while can work multiple times per turn?

like lets say i have 2 in hand and 1 1st hokage on the field. if i activated both yamatos and they each sent 1 revitalize to the bottom shouldnt the 1st hokage effect activate the second time also? and i do understand that cards effects can only be activated once per turn but the 1st effect isnt really an activated effect its an effect that when this condition is met, this happens. correct me if im wrong but it seems alot like the choji's.

n1488 has a mandatory effect, you do not choose whether or not he gets +1/+0.
n1500 has an optional effect that uses the word "can." That means you can only use his effect once per turn.
