Jutsus have an entrance cost?

Comments on the Facebook page suggest that some players are under the impression that jutsus are always considered to have an entrance cost of zero. Do jutsu cards ever have an entrance cost without an effect like stating that they have an entrance cost?

Examle: If I activate the new j991 Voracious Appetite or m963 Forceful Persuasion and choose 0, do either of those cards work on jutsu cards?

Jutsus are considered to have an Entrance cost of 0. Any effect that affects a card with an Entrance cost of 0 would affect Jutsus.
