Clash is the given. But there is alot of ways to go about the lightning part. +1/+1 coins, tailed beast, even NvS as stated. But my general opinion is earth/fire is the way to go. Because tailed beast is lacking.

my puppets are cleaning house, but i think fire/lightning is the strongest and fire/wind gives me a run. and rev is stupid hard to beat. but when the new set comes out, i'm making a deck with 3 JI and 3 sasori and the rest almost doesn't even matter

I'm just getting back into the game after I saw JI.dec

I left just before Set 21.

I want to play something for a chunnin I have in approx. 2 weeks... what do you suggest?

considering your chunin is probably block format and you haven't gotten anything since set 21, i'd suggest buying an earth starter and hoping everyone else isn't all that good. none of the cards 21 and older are legal in block besides some reprints.
