But mainly it's not so much NAraka as it is Naraka + New Deva. Naraka was fine when it was "every other turn" it shuts off odd numbers, but the new deva basically perma shuts it down. Combine that with the fact turn ramping is now back and you got the makes of a potential problem there.

Course, it's all hypothetical at this point.
???the best deva is target deva...the one in the gencon winning deck and we still have negation in the format....more in fact because its not like dehy was a commonly played card considering the meta was fire lightning

Chibi animal isnt needed now that we have 3 or 4 cards that allow a pain deploy without sacrifice. Plus, 3 chakra -> ink fish -> sacrifice -> no field presence lost.
The right void players (IE anyone that was playing it before rotation) will make it work.

Or hell maybe even a LATER turn! Crazy huh, using a PiP effect on any turn regardless of TC

Fish, Madara,Spiral, and reprited Chameleon and Chimera all help keep make sure you have a drop and/or keep field presence, regardless of the situation. If you really need more, throw in Ink rat, Ink Bat, or the Set 23 Shino.
Void is mad good this next set.

I dont recall saying anything about which Deva was best, but honestly depends on the deck, or if we judge cards general. Overall yes, Promo Deva > Starter Deva, but in a void deck i'd much rather have the Starter so I turn "Every other turn" effects into "All the time" effects.
Naraka, Preta, and Asura (set 20) alone make this totally worth it.
