Love this 4th. Blanket +2/+2 and +1BR every turn? Love it during (old NvsS is almost back!) and outside Naruto vs Sasuke. Don't like the late turn but like that it is an alternate win condition. 1 of? 2? Not sure.

I see some comments and I'm wondering what's wrong with you guys...

If it was "any Victory" instead of OV's, the 4th would be broken.
Or
If it was giving +3+3 instead of +2+2, the 4th would be broken.
Or
If any other good effect would've been added, the 4th would probably be broken.

The 4th Hokage is perfect as it is: awesome artwork, good stats and an amazing effect.

Getting +6/+6 power per team from 6 turn onwards is rather good, especially if combined with other stuff to exploit it. Wished he had Mastery though, just because it's a Hokage, not some random ninja.

Well thank you for proving me wrong because now that makes this card good, and playable. Also, I was apparently lied to about Asuma then -.- That upsets me because I would have abused him more.

That being said, I'm going to use Sakura Chiyo now since it can get me 3 BR a turn instead of just 2 with Chiyo.

And this 4th is pretty dang good now.

I dont have to pay, I just need to win victories. On turn 7 when I puppet mode, I always swing with 3 teams and have enough jutsus to back it up for victories. That's just me though, I know most puppet players prefer doing nothing and stalling

My current puppet build is full on rush your face. I don't stall at all.
