this guy could have been so much better...but no they made him an "every other turn" effect ninja......and his requirement is an OV??? dafuq??? I get that ur guys get +2 but wtf I doubt you'll be able to pull off more than 1 OV....card is bad

Doesnt it have the same wording as that old Asuma super that gave +2 mental power? Meaning you can only get 1 battle reward from his effect, regardless of the number of OV's? Same as Sakura Chiyo squad too i think.

Take out the "Outstanding" in his name and he is amazing
However, he's meh for the most part. Granted with lightning/fire pump a thing and +1 counters growing over time, it's not hard to meet that requirement.
