Jugo State 2

I just realized on how weird it is putting him (N-1535) out during [EOJ] from Jugo (1531). The question is do I pay the hand cost of Jugo State 2 since the card says put in play, and to my knowledge that usually means that hand cost isn't required to be paid. So I have to pay his cost right? and is this because he is a reinforcement and doesn't follow the exact rules of regular ninjas?

Entrance cost must be met and hand cost must be paid in order to put in play Reinforcement Ninjas.
