If you really desperately need help, go to Target and buy a starter deck there. It will provide you with a rule book, and a pre-structured deck. You could make a themed deck ( for example: akatski themed cards ) or anything you want. there aren't really strict guidelines.

5-6 Missions? At least 10 in current Block format (I always run 12 since last rotation), maybe 8 in Unlimited. I'm not an Unlimited player, so I'm only saying that because Tobi MOM exists.

Not all areas sell them in dollar stores. In my area, only three locations sell them and two are in the next area over, the major city that this town is in the area of. Two out of those three locations are run by the same fellow and his friends.

Anything trading card related is stocked by a third party in big retail stores, so you won't find anything like Naruto or Magic on the Target website. Only thing you can do is go to the store and check yourself.
