Confused about the way effect works. I understand the may part can be used multiple times but what is the point if the negating part is optional?

This thread points to a clarification errata yet the link doesn't exist anymore and there is no errata for it.

The errata for pr079 was under Set 23 for some reason. I moved it Promos.
