How to get a Chunin ?

How can my locale get a Chunin event? I was under the impression that if the location is listed on the list of stores qualified to hold a Chunin on the 4th quarter Chunin store list (like Lindenhurst, IL or Mooresville, IN), those stores can schedule their Chunin events. But I'm hearing that Bandai does some kind of drawing each quarter. Is that so? And how can we increase our chances of holding larger events?
