Alright first question, if someone plays a Jutsu I can negate it with this card , but if they chain another Jutsu can I use gaara's EOJ again?

Second question if someone activates a mission card's Jutsu like can I negate that as well?

No. You can only use Gaara's activated effect once per turn.

m853 is a Mission with an activated effect. Gaara can only negate Jutsus.
