i get that once a ninja is not in play it becomes a ninja card, so you technically can't negate revitalize on a ninja, BUT jutsus are jutsus no mater where they're at. so, my question is, if i negate and discard , does it go to the discard or the bottom of the deck?

Jutsus are referred to as "Jutsu cards" while they are not on the chain or in play. When it is negated and discarded, the Jutsu is no longer on the chain and it would go to the bottom of the deck.
