N 1471 & N 1485 vs J 917

N 1471 (the 5th Mizukage) has you pay 2 of anything to use her effect. Similarly, N 1485 says (the 5th Kazekage) "pay one chakra". So if your opponent uses J 917 (Chakra Disturbance) can you still use their effects? Thank you for your time!

You would not be able to use their effects.
