The winner was not the first hokage
they clearly stated the winner of the tournament depicted on the bracket would get the preview. the first hokage was not part of the tournament the front page even states the finals was Itachi vs Madara here's what probably happened Itachi won. they didn't have a card for him ready so they tried buying some time with an extra match. they saw not many people were caring during that extra time and just dropped the idea altogether. |

Ya, why make extra cards? It's not like they would get a chance to release the ones that didn't win later or anything. When are we ever going to get another set of naruto cards where they could incorporate those cards... Long story short, it would have been a waste of very little effort.
