If you pass the effect of ninja A to ninja B (due to inheritance) and ninja B has inheritance, would ninja C get both the effects of ninja A and B if ninja B was discarded and the inheritance activated?

No it will not. A Ninja that inherited an effect will only keep that effect while he is in play. When he is discarded/removed from play, he is no longer in play and will no longer have the inherited effect.
