revitalize ruling

I'm confused. It was ruled here [url]http://www.bandai.com/naruto/showthread.php?t=94310&highlight=N-1391[/url] that when a replacement effect hit the discard pile it would still trigger the original "if you discard effect". but it was ruled here [url]http://www.bandai.com/naruto/showthread.php?t=96942[/url] that the original effect would not be triggered.

In both scenario's the cards never interact with the discard pile, but in one it works and the other it doesn't.

does this mean that the ink eagle ruling is going to get reversed for the umpteen time? or does yamato N-1499 still get his effect if the third earth card has revitalize?

None of these effect have a triggered effect. n1391 has an activated cost of discarding 3 Ninjas. With m861 the discarded Ninjas are moved to hand instead, but you still paid the cost. n1499 is also an activated effect. When his effect resolves, you check how many Earth cards were discarded. Cards with Revitalize are not discarded but are instead moved to the bottom of your deck, so they will not count towards the 3 Earth cards.
