Order of Battles?

So, while this is a stupid question, perhaps, I am finding it relevant for, again, The 6th Hokage (N-1513). Danzo's effect says "every Ninja on the Battlefield..." which could shift numerous other engagements for or against you. How do you decide what fight happens when? Is it Attack chooses, so that this type of effect can be strategic? Just good to know, when it could make a lot of difference. Thanks much.

The attacker chooses the order to resolve battles.
