sharingan already HAS control of tailed beasts somewhat. we saw sasuke shut down the fox already before.

Yes but having both makes it easier, thats part of why danzo had both, plus to help his izanagi last longer.

izanagi CAN'T be done if you don't have senjuu dna as I recall, but that may not be quite true.

that's completely untrue. Itachi's explanation of Izanagi and Izanami say the Uchihas had both techniques.
Last I checked Uchihas and senjuu's were pretty hateful to each other, so I doubt they were banging on the sidelines.
