That actually applies to all cards, not just Jutsu. If an effect loses it's target for whatever reason, then the effect isn't applied at all.

"Cannot play a jutsu" is so far removed from the whole "can't be targeted or affected" stuff that it's impossible to get them mixed together.

It's not even the same type of situation.

Good point, this applies to ninja effects and missions as well.
