Unless Tylar himself states that he intended set 25 to provide multi-element tools for multi-element decks just for 2 months of block format, and then focus towards mono-element meta, I won't buy it. It simply doesn't make any sense and he himself stated he wants multi-elements before. Could it be someone from the top saying otherwise, I have no idea.
And I don't need to back up anything by my own words, I'm going along by what has been claimed by the designer a few months ago and by seeing what is actually happening now.

Set 22, the very start set for this block rotation which tylar kept in mind, had a whopping 7 dual element cards, out of 119. Are you gonna tell me that's a bad set? Set 23 kicked it up to 15. 24 and Tp4 increased it a little further, and then set 25, the "end" of the blueprint so to speak, had over half the set being multi element, with the introduction of Tri element to FURTHER multi element decks. i'm pretty sure the fact that most of this set is mono-element, doesn't mean we won't see many dual element decks.
the overall design is still pushing for multi-element, just not this set particularly. If you think that EVERY set needs to, then you can refer to my post you quoted, it will lead to just that. On the other hand starting slowly and then working in more dual element over time is a much better plan.
also you are correct, you don't have to back up your own words, but that mnakes it harder to believe you when you A) quote others like you are saying here or B) make any sort of claim. Backing up your words/arguments is a pretty key point in winning any debates or making any points
Not that you'd know about either one.
