Samui + Shadow Windmill + Exaggeration

If Samui plays Shadow Windmill while Exaggeration is out, do both BRs increase by 1 giving you 4 or does it only increase the grand total by 1 giving you 3 BRs?

Since Samui lets you apply the effect of the Jutsu twice, Exaggeration would end up increasing the BR's you win for each instance of the effect, meaning you would end up winning 4.
