My friend posted a question about having to wait for the turn counter for the first stage of the naruto reinforememt that originally starts with n975 which states if u have 3 or more chakra u can put in play the first stage of the rèinforcment and it was ruled u had to wait till the turn counter was right why is this since there are other cards with the same wording that don't have to wait?

All reinforcement cards must meet their entrance cost and hand cost. Which cards are you asking about specifically?

the naruto n976, n1061, n1062, and n1396 the ones that say they can be put in to play by number of chakra and the itachi that summons susano and the pain that summons the outer path / heretical icon i think it should because its the same wording as the anbu and a bunch of judges said it worked and the kage that visited our chunin did that with heretical icon

This limit only applies to reinforcement cards, not regular Ninjas.
