Injure/give damage

For example, J-792, the effect is injure the target and expert effect is give one damage to a ninja. Does that mean that if a ninja is already injured, the 1st effect of injuring the target has no effect on that ninja and hence stays in play whereas if the expert effect was used on that ninja, it would be discarded? Is this the main difference between the two?

It means that you would injure the target, then, if you meet the Expert requirements, give 1 Damage to 1 Ninja. If you gave that 1 Damage to the original target, which is now injured, it would be discarded.
