Question for a chunin

If, say, my oponnent stacks the cards in piles in front of me face up before the match begins (sorted like this: world of fire, pakkun, sasuke, itachi, etc, following other piles with the same order to avoid bad hands).... is this considered as an intentional cheat, even though he does it in front of his oponent.
Second question: can the oponnent shuffle his deck?
