Kidomaru state 2 does not need to be hit. He is too easy to get around. Dehydration, KNS, father/mother. Most decks run KNS and other leaf ninjas. Get that set up and you are good. Also, even if you don't have some sort of protection, Kidomaru is not always useful. It is a situational card and is perfectly balanced.
In regards to the reprinting of the sannins, I want to see . She was my favorite tsunade of all time. I ran her over establishment of medicine during the shizton era. It won me a lot of games, but was still balanced. I like allanime's idea for the orochimaru.

I'm not going to say that there are no jutsu worth using mastery on early game, but what jutsu is so game busting that kido can use? Most of the devastating ones have been banned or require turn 5 or higher.

Yes, because that deck can't possibly run to pull KNS/Father and Mother off of the team to then hit, oh, whoever they want. Though usually they'll just pick KNS/Father and Mother then to make you functionally "eat" the card that you're discarding. It's usually better to just run over the KNS/FnM than to kido over top of it.
Also, "he's a ninja effect, deal with it" isn't a real response. Kido is a really, really strong card. He makes every card in your hand read "discard this card: OV target team, or win 2 BRs" -- yes, there are ways to play around it, but the mere existence of that card changes how people play. These days that makes people shout "ban" as opposed to just, y'know, playing better.
