You could activate his effect. The Jutsu would fail because only Ninjas on the battlefield can use Jutsus.

Hmm ok, now lets say PR-072 is attached with a jutsu, can i use J-837 (Chakra Manipulation Training) to reduce the cost of the attached jutsu by (1)?

No. j837 would not reduce the cost of the attached Jutsu. The cost you are paying is to activate Naruto's effect. You are not paying directly to use the Jutsu.
