Itachi Pain Squad question

I was told at the chunins last weekend that the Pain and Itachi Uchiha Squad ninja (N-1096) needs 2 ninjas to be squadded instead of one like its effect says. Can someone show me the ruling on this because I cannot find it.

That ruling is incorrect. You only need 1 of the Ninjas. Either "Itachi Uchiha" or "Pain(Deva Path)."
