If my opponent has N-981(tayuya State 1) and I play a mission and hand cost M-669(bonds of friendship) and my opponent chains with N-981 to discard M-669 can I chain with M-669 to give one growth to one of my ninjas?

n981 does not target. So if your opponent uses her effect and it goes on the chain, then you can respond my activating m669 from the Chakra area. When the chain finishes resolving, Tayuya would still discard 1 of your Chakra if you had any left.
