Wonderful Days (m-394) says:

Permanent Effect: Only Teams that include both "Male" and "Female" can be sent out to Attack.

While Blush (m-279) says:

Counter Permanent (2) Effect: Any "Female" Ninja in the same Team as 1 or more "Male" Ninjas cannot be sent out to Attack.

If both of these are out at the same time, does that mean that no teams can be sent out to attack?
