Shikamaru (n-1008)vs Bad dream

Ok here is my question does shikamaru (n-1008) affect my female ninjas if I have bad dream (m-463) in play? I say it does not because it's targeting ninjas and not a player.

If Shikamaru's effect resolved before m463 was put in play, then he would affect female Ninjas.
If the Mission was in play before Shikamaru's effect resolved, it would not affect female Ninjas.
