As a general rule, all cards are legal for sanctioned play 3 weeks after their release date, reprint or not. This rule is for any card released including promo cards. If a reprint appears in any new set or pack release or tin release, it is legal for tournament play right away, and that reprint was in a set already in the current set rotation, then the card is legal right away.
