Ex: My opponent has N-1030 in their chakra area and I have N-1244 in play

Can I activate his effect during their mission phase to keep N-1030 removed from the game before they can ambush him?And if the answer is no, can you direct me to the rule section that explains why not.

The turn player has priority to play a card/deploy/use an effect. You cannot activate an effect until your opponent passes priority. So at the start of your oppoennt's Mission Phase, you cannot activate n1244 to remove n1030 before your opponent has the chance to Ambush him. If your opponent started a chain, but did not Ambush n1030, then you could activate Sakon and remove n1030 before your opponent could Ambush him.
