If I use this jutsu and it resolves, and my opponent only has one chakra prior to resolution, do I still receive the full effect of discarding his chakra and moving two cards from my discard pile to my chakra area?

My opponent claims that because the card reads: "Discard 2 of your opponent's Chakra..." That I can not discard less than that amount. I argue that the "Do as much as you can" rule applies and I would discard 1.
