when I send out to block Suigetsu N-1247 & Isaribi N-384 in the same team, the two effect activate at the same time? or I can activate Suigetsu N-1247 effect 1st then Isaribi N-384 Effect...?

The 2 effects trigger at the same time. You would choose the order that they go on the chain.
