2 simple questions?

1. Can I put in play a platoon ninja with Exposing the hideout?

2. Which scenario is correct?
My opponent activates Dehydration targeting my Gamakichi , I chain with Gamakichi's effect and the chain begins to resolve, I put in play Shima
Options:
A: Shima comes into play then Dehydration resolves and negates Gamakichi, then once that chain resolves Shima's effect activates and removes Dyhydration.
B:Shima comes into play then her effect is added to the end of the chain, and Dehydration is removed without resolving.
C:Shima comes into play but cannot target Dehydration because it is not technically in play yet, so her effect fizzles.
D: None of the above.

I believe it is A, but I had a long argument about this during a tourny, and we have no official judge their since Naruto has been kinda slow lately.
