Can this card target a single jutsu on a chain and still go off? Situation, I play C4 karura, my opponent plays chakra punch in response. Can the jutsu go off or will it fizzle for not targeting two jutsu cards in a chain?

The reason why I ask is by targeting 1 jutsu I'm "fulfilling as much as I can" going off the set 19 rulings.

You require 2 legal targets to play Chakra Punch.
The "fulfill as much as I can" rule applies to effects, not targets/requirements.
