The only rule change from set 19 that had anything to do with optional effects said that any in the form of "can... in that case..." now have a cost that has to be paid.

So what is it that makes this irrelevant?

You don't understand effects at all. His effect has already been activated when he is discarded. How are you going to activate his effect again when he isn't even in play?

This is how it goes

1) you declare you are activating Denka's effect.
2) You pay the cost for Denka's effect (discard your Denka)
3) The effect goes on the chain
4) if nothing else happens, the chain resolves, Denka's effect resolves, and you are now able to deploy from your discard pile.

true, you can do other things like play missions before you deploy, but there is no "now you activate Denka". He is active as soon as you discard him and he resolves.
thats what i meant. ok activate was the wrong word. how about USE then. Im saying that once you resolve his effect you have the option of deploying a ninja from your discard pile anytime you would be able to deploy this turn. you guys are just mad because he says NINJAS instead of A NINJA. which doesnt matter when there is a CAN. unless he states any number of times it will only mean one time.

No, I'm mad because Justin is contradicting Gary. I don't trust Justin's logic in his rulings. If Andy and/or Tylar would actually get on the forums and say "Hey, Justin knows what he's doing, listen to him. His word is gold", then I wouldn't have a problem. But when his rulings contradict things that have been around for 2+ years and no one higher up is there to confirm it, I find it hard to believe he is right. I don't know if what I've heard is true, but if it is, Justin has no business being the Q+A Mod.

this^^^
If any of the people higher up then Laughing Man were to come into this and be all "No, he is right, can has always and forever meant "once per turn" then this matter would be dropped
instead, because of this commotion, it's being looked into.
