Rogue Ninja are not considered Chunin...

Anbu are considered to be Special Jonin though and that's the only "considered Rank" in the game.

In other words.

"Anbu" is considered to be "Special Jonin" but "Special Jonin" is not considered to be "Anbu".

"Sannin" is considered to be "Satoosa" but "Satoosa" is not considered to be "Sannin".
