If you play lightning, 2 BP and 1 WOF Rasengan is standard in the main deck. This isn't even up for discussion.

...but you don't have to play a third Rasengan. It's not like there's a deck building rule that if you play Lightning, you play 3x Rasengan in your deck.

Besides, even if BP Rasengan wasn't rogued to 2, I for one would probably still play 2 and 1. BP Rasengan is a game-ender, but it's also expensive, risky, and can be played around (to an extent).

Actually in my TA build I ran for a while locally, I ran 2 WoF and 1 BP. But I both A. am notoriously unlucky and B. ran IotHT Jiraiya so I'd have my 1 BP when I needed it anyway. Because you know... who needs 3 BP Rasengan when the whole deck is literally based on abusing draw/tutor effects?

Edit: Also, a card being worse than another card doesn't make it bad. Tons of great cards have been notoriously overshadowed in this game's history.
