Are you sure you dont mean Third Hokage (Gaurdian of the Village) to be banned? Because Governor is the one that says At the beginning of your turn discard one chakra to heal one ninja.

The best way to re-do this - at least in keeping with what I believe to be your intent for this format - are to make the new win conditions thus:
1) You have 10 BRs at the end of the turn. 2) Your opponent has decked out by the end of the turn. 3) You have all 3 "Make-Out" Missions in your Chakra area AFTER THEIR EFFECTS HAVE BEEN APPLIED and one Jiraya WITH AN ENTRANCE COST OF 5 OR MORE in your Village. 4) You have 5 or more Ninjas in your Village THAT HAVE BEEN PUT IN PLAY BY THE EFFECT OF GROWTH (not necessarily with Growth coins on them). I think by doing it this way, you can avoid most of the cheap victory possibilities others have pointed out in this thread. |

Honestly the growth coin thing has caused wayy too many problems so just drop it. I mean growth coins on ur ninjas makes it seem leaf academy-ish instead of make out-ish anyways.
