IM new and need some help

Okay so heres my problem, Basically im brand new at this run a tournament thing so i need some help with the software?

I cant seem to put my self as the mejin to judge an event even though my id when i sign in to organize play says im a mejin?

How do i add people to organize play, its says click on create an account but i dont see that?

And is there a way to look up people by there ID to find out what their organize play ID?

i just d/led the podbot for metamod and i dont know exactally where to put the file after i extract it. ive tried extracting it to my addons folder and my cstrike folder but its no use, can some tell me the correct path to extract it to?
