4th Quarter Chunin Prizing

Did every Chunin this quarter come with two foil sets? One for first place and one for second place?

The reason I ask is, I went to a chunin last Saturday, placed second and was not given a foil set. The only prizing I recieved was: 2 Naruto Playmats (1 was a random prize), Promo Naruto Sage mode, and a entrance promo. I was reading on the prizing that both first and second place were suppose to recieve a foil set, were their some kits that did not come with two sets?

2nd place at every chunin should have goten a foil set the new clash one playmat and a gencon sage mode

I did not get a clash promo or a foil set, I was quite disappointed when I placed second and basically got the same prizing as the rest of the top 8.

It was the bakersfield CA chunin that was on December 8th 2012 at Paladin games.

I believe it was 10 or 11.

Would the number of player have an effect on the prizing?
