No. Reinforcement cards are removed from game when they leave play.

If you are putting in play a Reinforcement Ninja with Sacrifice, then yes the Sacrificed Ninja will go to your Chakra area. (Assuming the Sacrificed Ninja is not a Reinforcement/Squad).
