If I negate your mission, I go -2 in hand to have you go -2 in hand and stop your turn, which should be fair. But, If I follow up with a Warhawk next turn and go +2, putting me right back on par. Oh i know its really agrivating. Thats why i dont bother playing mission negtes because why run something like that when i can run a draw mission or path of the avenger or even guidance (on my opponents turn which is a draw in on its own) and late game a +1
