You're working in a best case scenario though. Someone has to make it, maintain it, update it, upgrade it, make sure that it works right at LEAST 95% of the time. Then they have to get paid for every minute of work they put into it. They have to make the program realize that when you play Loss, you draw two cards. But your opponent has a chance to interrupt. Honestly, the best thing I could think happen to it IF it happens would be if it got run by the guys that made the MtG Xbox Live Arcade game. Because that works beautifully.
Also, they would have to make two formats. Unlimited for players that don't like Block, and Block for those who think Unlimited is the Minors. It MAY be worth it all. But put yourself in Tylar's, or Andy's or Alex's shoes. How would you put together a pitch to make this when the actual game itself has proven to be hit and miss in regards to sales?
