Fire and Dogs were two separate decks. In fact there were several different variants of Fire.
Water and NVS also top 16'd. NVS won two Kages that season.
O9K was Tier 1 and super cheap to build (2 starters), of course it's going to form a large part of the metagame.
edit: Pretty sure DFC also topped, it had been making tops in the Kage season at least.
